Each state is only allowed to execute one command per month. This is extremely restrictive in the beginning. The first thing to do is to spread out to several states to get more actions per month.
I spent too much time developing the southern states. I should have stopped when the land value exceeded 100. (I only considered it done at 150.)
I did not buy rice in the first few years. It hindered my expansion as I had to wait for July for the rice to come in.
I did not know that empty states will retain the gold, rice and peasants' loyalty initially. Otherwise, I would have left more empty states.
It seems like the land value will increase automatically for empty states.
